Win32lib

Win32Lib is a very good WIN32 library created originally by David Cuny, for a time maintained by Matt Lewis and later maintained by Derek Parnell and Christian Cuvier. There is also an IDE developed originally by David Cuny, and currently maintained by Judith Evans. The IDE allows drag and drop creation of GUI elements and source code editing, and is available in several languages.

It is a fairly stable library with very little maintenance activity.
